Bikeshedding is simply about delaying complex work and doing simple tasks that may be easy to do but don't actually add much value.
You are right that project needs both high level decisions as well as detailing. You're also right that if you don't tackle small issues they tend to build up over time.
However, bikeshedding isn't about that at all. It's about doing trivial work because you fear (or find it challenging) doing the work that actually needs your attention.
