When a leader acts out of fear instead of courage going with popular opinions as opposed to taking a hard stand, making promises they can’t keep, we assume that the fault lies with the leader.

I think we need to ask — Is the leader simply ignorant of their own behaviour (assuming they are not stupid) or it’s the effect of the culture of the organisation. Sometimes things are not as they seem.
