You are right Jamie. Holding people accountable does not mean saying it out loud in words. It should be reflected in a manager's action. How they enable their team, how they empower them, how they set goals together etc. But to do that, managers need to be clear about what they expect from each individual and make sure to align with them on a common definition of success.
